ffd4c3470e feat: add support for automatically updating Dockerfile FROM statements via dependabot 
There are quite a few images that won't build on ARM, so getting these up to date on a more regular basis is important for local development on M1 Macs (selfish, I know).

dfcce1c6a6 fix: ensure we install the golang for the correct architecture 
TARGETARCH is an automatic build-arg that docker injects - https://docs.docker.com/engine/reference/builder/#automatic-platform-args-in-the-global-scope - so this is safe to depend on.
