What does it fix/what does it change/how was it tested (even manually, if necessary)? --> ## Summary Resolves #41653 by using play/pause/stop icons for Windows Service state in the Command Palette utility. Prior to this green/red circles were used. New icons provide an improved user experience, especially for color-blind users.
