Mike Griese 8318a40dd4 CmdPal: Bump version to 0.6 (#42097) 
This bumps the CmdPal version to 0.6.

It also moves the template project to consume the 0.5 SDK. 

It also removes the WASDK dependency, because we only need the MSIX
tooling.
