[Build] Separate WinRT props from common .NET props, make verify script more robust and faster (#48059)

Previously, all C# projects were mandated to include **Common.Dotnet.CsWinRT.props**, even if they didn't need the WinRT import, because the common .NET build properties like `TargetFramework` and Debug/Release configuration were included in the same file. This PR separates out the non-WinRT information into a new **Common.Dotnet.props** file. The existing **Common.Dotnet.CsWinRT.props** file imports this, meaning no changes are required for existing C# projects. Additionally, the **verifyCommonProps.ps1** script has been updated to remove redundant exclusions, add checks for malformed XML, and to speed up the scan. ### Changes to verifyCommonProps.ps1 The following updates were made: - Added descriptive header and param info. - Now using .NET's `EnumerateFiles()` instead of Powershell's slow file enumeration. - Now using `XmlDocument.Load()` to quickly load the content of the file. - Parsing the document now uses `GetElementsByTagName()` with a '*' wildcard for the namespace to pull out `Import` tags regardless of location or ns prefix. - Removed prior exclusions for **Microsoft.CmdPal.Core.*** and **Microsoft.CmdPal.Ext.Shell** projects. There are no Core projects any longer and the **Microsoft.CmdPal.Ext.Shell** project already includes an import for **Common.Dotnet.CsWinRT.props**. - Filename comparisons now use an exact match to the filename itself rather than a wildcard substring match. This means the check is robust against project names with the same suffix. - Early exit `break` on successful match, so the whole file need not be scanned. - `try/catch` added to prevent a .csproj XML parsing error from breaking the CI. <!-- Describe how you validated the behavior. feat(release): automate draft preview release preparation (#49797)
## Summary of the Pull Request Adds a `Prepare Preview Release` custom agent that autonomously turns a successful PowerToys Azure DevOps release-candidate build into a complete GitHub draft prerelease for final human review. The implementation extends the existing `release-note-generation` skill instead of duplicating it. Add issue triage actions (#49828)
## Summary of the Pull Request Replaces the retired GitHub Models-based automatic issue triage and deduplication flows with the GitHub Agentic Workflow proven in the `niels9001/powertoys-ai-triage-sandbox`. This PR also: - aligns `Needs-Author-Feedback` closure to 7 days for issues and PRs; - removes the automatic GitHub Models issue/PR labeler; - removes the automatic GitHub Models new-issue deduplicator; - removes the Azure Pipelines XAML Styler verification step while retaining the local styling script. This is a draft because production rollout still requires the appropriate privacy and Responsible AI reviews. ## Issue triage rules ### Triggers and refresh behavior - Runs when an issue is opened, edited, or reopened. - Runs when the issue author attaches a `PowerToysReport_*.zip` in a comment. - Maintainers can force regeneration with `/triage refresh`. - Ignores unrelated comments, unchanged issue edits, PR comments, and bot-initiated reopens. - Uses per-issue concurrency so a newer run supersedes an older run. - Maintains one canonical triage comment instead of adding repeated bot comments. ### Comment format - Separates **For the issue author** from **For the PowerToys team**. - Mentions the author once and lists each requested action as a bullet. - Distinguishes blocking **Needed** actions from non-blocking **Recommended** actions. - Shows the product, issue kind, reported PowerToys version, concise summary, diagnostic findings, possible duplicates, and collapsed investigation checks. - Ends with a short disclosure that triage is AI-assisted and maintainers make final decisions. ### Classification and labels - Detects PowerToys bug-template issues deterministically. - Reads the selected product area and adds a matching primary `Product-*` label. - Handles production aliases such as FancyZones Editor and File Explorer preview/thumbnail areas. - Product labeling is additive: existing product and maintainer labels are never removed. - Normalizes the reported PowerToys version and adds a matching version label when one exists. - Applies `Needs-Author-Feedback` only when blocking information or an English translation is required. - Removes `Needs-Author-Feedback` when the issue becomes actionable. ### PowerToys version rule - Compares the reported version with the latest stable PowerToys GitHub release. - Older versions receive a recommended update-and-retest action. - Current versions, newer preview/dev versions, missing versions, and release lookup failures are not flagged as outdated. - Updating is advisory and does not block triage by itself. ### Reproduction rule - Concrete actions plus an observed result are sufficient. - Concise steps can use the separate Actual Behavior section as the observed result. - Passive or intermittent failures are sufficient when the timing/trigger and observed failure are clear. - Vague statements without an actionable scenario remain insufficient. - Clearly non-English steps are not treated as missing; reproduction is reassessed after the author translates the issue. ### Language rule - Classifies author-written prose as English, non-English, or uncertain. - Ignores template headings, code, logs, filenames, URLs, hidden comments, and quoted text. - Clearly non-English issues ask the author to translate the title and description to English. - Short, mixed, code-heavy, or uncertain text is not flagged. ### Diagnostic report rule - A report is **required** for diagnostic-heavy failures: crashes, hangs, startup/load failures, installation/update failures, performance failures, and service/driver/shell-integration failures. - A report is **optional** for clear reproducible UI/visual defects. - A report is **recommended**, but not blocking, for other actionable bugs. - Missing or rejected reports block only when the deterministic requirement is `REQUIRED`. ### Diagnostic report privacy and safety - Accepts only PowerToys report attachment URLs matching the expected pattern. - Enforces archive size, decompressed size, file-count, per-file, path traversal, and encryption limits. - Selects only bounded relevant metadata and product-log evidence. - Redacts email addresses, IP addresses, user paths, URLs, GUIDs, SIDs, identity fields, tokens, secrets, and passwords. - Sends only the sanitized evidence to Copilot. - Never sends the raw ZIP or extracted files to Copilot, logs, artifacts, or repository storage. - Deletes the temporary archive after processing. ### Duplicate rule - Searches only older issues using focused product, title/body, and exact technical-signal queries. - Ranks candidates deterministically before Copilot runs. - Copilot judges only the supplied candidates and returns at most five high-confidence matches. - Similar product area alone is not enough; the underlying request or failure must match. - The model never closes an issue directly. - The workflow submits the strongest match as a native GitHub duplicate-close suggestion. - **When a maintainer accepts the suggestion, GitHub automatically closes the issue as a duplicate and links it to the selected canonical issue.** - Declining the suggestion leaves the issue open. - A defensive safeguard reopens the issue and fails the run if GitHub applies the close without holding it for review. ### AI cost and permission controls - Uses the `small` model alias. - Maximum 5 turns and 10 AI credits per run. - Maximum 300 AI credits per day. - Maximum 5 runs per user per 60-minute window. - Content hashing skips unchanged work before inference. - The agent receives only `contents: read`, `issues: read`, and `copilot-requests: write`. - A separate validated safe-output job receives `issues: write`. ## Seven-day author-feedback lifecycle The existing Microsoft GitHub Policy Service configuration remains responsible for stale closure: - Open issues with `Needs-Author-Feedback` and no activity for 7 days are closed with an explanatory comment. - Open PRs with `Needs-Author-Feedback` and no activity for 7 days are closed with an explanatory comment. - An author comment removes `Needs-Author-Feedback` and returns the issue/PR to team triage. - An author push removes `Needs-Author-Feedback` from a PR. - Manually removing the label immediately makes the issue or PR ineligible for scheduled closure. ## Deprecated automation - Deletes `.github/workflows/automatic-issue-deduplication.yml`. - Deletes `.github/workflows/auto-labeler.yml`. - Automatic PR product labeling from the old Models workflow is intentionally not replaced in this PR; a production PR ownership/path map should be agreed separately. - Keeps the manual batch deduplication workflow unchanged. - Removes the passive XAML Styler verification step from `.pipelines/v2/templates/job-build-project.yml`. - Keeps `.pipelines/applyXamlStyling.ps1` available for local developer use. ## Validation Steps Performed - Compiled `.github/workflows/issue-triage.md` with `gh aw compile`. - Ran 32 focused Python tests for issue parsing, duplicate retrieval, version checks, reproduction rules, language signals, archive validation, report selection, redaction, and output privacy. - Parsed the changed workflow and resource-management YAML. - Verified the required production labels exist. - Tested the workflow against the latest 20 PowerToys issues in the sandbox; ci: pin .NET 10 SDK to runtime package version (#49835)

After .NET 10.0.11 became the latest release, CI combined SDK-provided 10.0.11 runtime assets with NuGet runtime assets pinned to 10.0.10. `.pipelines/verifyDepsJsonLibraryVersions.ps1` consequently detected different `System.Private.Windows.GdiPlus.dll` file versions across generated `.deps.json` files. This PR: - Adds the optional `exactVersion` parameter to `.pipelines/v2/templates/steps-ensure-dotnet-version.yml`. [UITests] Add UITest.Next suites (Image Resizer, Peek, File Explorer add‑ons, File Locksmith) + local‑VM tooling and CI test‑signing (#49671)
## Summary Adds end‑to‑end UI tests on the `Microsoft.PowerToys.UITest.Next` (winappcli) framework for three modules, grows the shared `.Next` test framework with the helpers those suites needed, and adds the CI plumbing that lets shell‑extension tests exercise the **real** Windows 11 modern context menu. Also ships two agent skills that document how to write and run these tests. Product runtime behavior is **unchanged** — the only product edits are test‑observability hooks in Peek and a unit‑test project exclude. ## Summary Adds an on-device **Phi Silica (Windows AI) paste provider** to Advanced Paste and richer per-action customization, plus the **package-identity plumbing** that lets the unpackaged Advanced Paste app use Windows AI APIs. > Note: this supersedes the earlier "self-contained MSIX package installed/registered by the > WiX installer" approach. Advanced Paste is **not** packaged or installed as a standalone > MSIX. ## Summary - Publish scheduled `main` builds as GitHub prereleases while keeping manual `main` runs as preview validation builds. - Add an opt-in Settings switch for prerelease update checks; stable updates remain the default. - Use one MSI-safe version across bundles, MSI packages, binaries, symbols, and package manifests. - Prevent preview releases from triggering Microsoft Store, WinGet, or public-symbol publication. - Label preview builds explicitly in Settings, update notifications, and What's New. ## Build intent | Source | Trigger | Intent | | --- | --- | --- | | `main` | Scheduled | Publish a preview release | | `main` | Manual | Validate a preview build without publishing | | `stable` | Manual | Produce a stable release | | Other branches | Any supported trigger | Produce a private validation build | ## MSI-safe release versioning Windows Installer compares only `major.minor.build` and ignores the fourth version component. The epoch remains January 1 of the active epoch year and advances on the first release-train minor change in a new year. ## Daily release counter Azure DevOps persists the daily sequence server-side using a counter keyed as `release-YYYYMMDD`. - `main` and `stable` share the same daily counter. - Other branches do not evaluate or consume the release counter. - Failed or canceled `main`/`stable` runs may leave gaps. - The build fails when the daily sequence exceeds `9`. - The counter date and encoded `YDDD` date both use `pipeline.startTime`. Private branches retain independent `0.0.<extended-day><NN>.0` validation versions. ## Update behavior - Stable users continue to query GitHub's stable latest-release path. - Users who explicitly enable preview updates can select newer GitHub prereleases. - Preview releases and notifications are labeled as PowerToys Preview. - What's New separates preview entries from stable release history and hides previews by default. ## Validation - 17 Pester tests cover `main`, `stable`, private branches, year rollover, epoch reset, monotonicity, override validation, sequence limits, and date alignment. - Version propagation verified `0.100.2111.0` in `Version.props` and all affected AppX/MSIX manifests. - Azure DevOps pipeline dry-runs succeeded for both `refs/heads/main` and `refs/heads/stable`. - The affected native version project builds successfully. - PR CI is green for x64, ARM64, Command Palette SDK, dependency review, telemetry detection, and CLA. ## Remaining end-to-end checks - Install two locally or officially produced installers with consecutive MSI-visible `YDDDB` versions and verify the upgrade preserves binaries, package registrations, hardlinks, and shell integrations. - On the first natural post-merge `main` or `stable` run, verify the production counter value and resolved version in the release logs. ## Local GPO verification Validated locally with the signed `v0.100.2171` build from Azure DevOps build [153961073](https://microsoft.visualstudio.com/Dart/_build/results?buildId=153961073). These checks cover the administrative-template integration and Settings behavior. ### Policy enabled: preview updates are disabled With `PreviewUpdatesDisabled=1`, **Include prerelease updates** is forced off and locked, and Settings displays the managed-by-your-organization notice.  ### Policy removed: the user preference is preserved After removing `PreviewUpdatesDisabled` and restarting PowerToys, the previously selected preview-update preference is restored and editable. The policy suppresses the preference without overwriting it.  ### Group Policy Editor After importing the updated ADMX/ADML templates, **Disable preview build updates** appears under **Microsoft PowerToys > Installer and Updates**. During the investigation of the issue, several other environment variable constraints were identified as missing, including there being no prevention of leading or trailing spaces in names (meaning variables could not be typed on the command line), no combined length checks and so on. This PR introduces a centralised, robust validation pipeline for UI and registry writes to prevent entering states which could corrupt the Windows environment block. ## Changes ### Centralised validation logic - All environment validation is now inside EnvironmentVariablesHelper.cs, rather than split between this code and the UI. - Both the UI (via model validate bindings) and backend registry writes now strictly evaluate against the same unified ruleset before applying changes or enabling/disabling controls. - Existing methods have been updated to report back their success or failure, to enable errors to be tracked more effectively. ### Blocked OS-breaking characters - In response to the user report, the equals character is now blocked from both Variable and Profile names. `=` being disallowed is [explicitly mentioned](https://learn.microsoft.com/en-us/windows/win32/procthread/environment-variables) in the Environment Variables Win32 documentation, so it's a surprise it wasn't caught previously. - All control characters (including `\0`, `\r` and `\n`) are also disallowed, both to protect the integrity of the environment block and the rendering of the strings in the UI. - Leading and trailing whitespace is rejected to prevent orphaned variables. ### Enforced Windows length constraints - Variable Names and Profile Names are restricted to 259 characters, to match the 260-character null-terminated string length limit in the Windows Environment Variables Editor (via sysdm.cpl) and RegEdit. To be clear: profile names may technically be longer, but we should choose to abide by this authoring tool limit to maintain compatibility with other editors. There was previously a 255-character limit on names in the code, and a comment indicating this was a registry limit, but that was incorrect and has been removed. The new limit constant is `MaxEnvironmentVariableNameAuthoringLength`. - In the prior code, there was no limit on the length of system variable names. This was incorrect. The limit for both System and User name fields is now the identical at 259 characters. - There is a length limit on the full environment variable entry `[VariableName]=[VariableValue]\0`, which is 32766 characters plus the null-terminator. This is now enforced and the constant is `MaxTotalEnvironmentVariableLength`. (There's no imposed limit on the number of environment variables.) ### Fixed User Profile backup "overflows" - Fixed a bug where a user could create a valid Profile Name and a valid environment variable name, but applying them would silently fail to apply the profile because the generated backup variable name `[VariableName]_PowerToys_[ProfileName]` exceeded the previous authoring limit of 255 characters. - Backup variables are excluded from the 259-character limit, as they are internal to the application, but the combined `[VariableName]=[VariableVavlue]\0` length is still strictly constrained to the 32767 environment variable length limit. There are now separate paths through the code to deal with backup variable persistence and validation. ### UI - If an applied user profile's name is now rejected because of the new rules (e.g. it contains `=`), the UI now shows a specific "Profile name is invalid" warning rather than the generic "not applicable" message from before, allowing the user to identify and fix the problem. - Fixed a small issue in the Add New Variable dialog where a vertical scrollbar was always present. [UITests] New framework around WinApp CLI, no WinAppDriver or Selenium. (#48467)
# Add winappcli-based UI test harness (no WinAppDriver / Selenium) ## Summary Introduces a new UI test harness — `Microsoft.PowerToys.UITest.Next` — that drives PowerToys modules through Microsoft's [winappcli](https://github.com/microsoft/WinAppCli) (UI Automation CLI) instead of WinAppDriver + Selenium. Engine is a single executable shelled out from C#; no third-party NuGet packages, no driver process, no Appium server. Adds two real consumers: a full ColorPicker end-to-end scenario and a Settings shell navigation smoke test. This is opt-in and additive — the existing `UITestAutomation` library and the WinAppDriver-based test projects are untouched. Both can coexist while we evaluate the new harness. Inspired in part by [#48414](https://github.com/microsoft/PowerToys/pull/48414), which lands the same architectural bet (winappcli, AutomationId selectors, no WinAppDriver) at a smaller scope. This PR generalizes it into a reusable library. ## Why WinAppDriver + Selenium is a legacy pre-agentic solution that is no longer actively maintained. It's unreliable, heavyweight, and slow. Parent groups have `SelectsOnInvoked="False"` and only expand on click — `Element.Click` tries `InvokePattern → TogglePattern → SelectionItemPattern → ExpandCollapsePattern` so the same call works for both leaves and groups. - **Untitled-window discovery**: filtered `winapp ui list-windows -a <name>` returns windows that the unfiltered call drops (e.g. ColorPicker editor). `WindowsFinder.ListByApp` uses the filtered form. Migrate spdlog from submodule to vcpkg (#48039)
## Summary Migrate `deps/spdlog` from a git submodule to **vcpkg manifest mode** with an overlay port pinned to the **exact same commit** (`gabime/spdlog@616866fc`). Replaces the polyfill shim added in #47910 with a proper port-level patch. This is the follow-up to PR #47928, which I closed after @zadjii-msft / @DHowett clarified that the intended direction was a single combined "move to vcpkg **and** apply a patch file" (one change, not two stepping stones). ## Guidance honored Per @zadjii-msft (offline): - ✅ Convert each submodule to vcpkg **one at a time** — this PR is **spdlog only**. `deps/expected-lite` stays a submodule (separate PR next). - ✅ Atomic commit per dep (multiple commits on the branch for review traceability; squash on merge gives the requested single commit). - ✅ **Don't bump the version.** Only variable changed: submodule → vcpkg. Same commit (`616866fc`, v1.8.5 + 38) the submodule pointed at. Per @DHowett ([review](https://github.com/microsoft/PowerToys/pull/48039#pullrequestreview-4338835150)): - ✅ No vcpkg submodule — vswhere-first detection via a Terminal-style `steps-install-vcpkg.yml` template; three-tier `VcpkgRoot` fallback (env var → VS-shipped → runtime clone pinned to manifest baseline). ## Design - **Repo-root manifest**: `vcpkg.json` declares only `spdlog`, with `builtin-baseline` pinned. `vcpkg-configuration.json` registers `deps/vcpkg-overlays/` as overlay-ports. - **Overlay port** `deps/vcpkg-overlays/spdlog/`: `vcpkg_from_github(REF 616866fc...)` with bundled fmt preserved (`-DSPDLOG_FMT_EXTERNAL=OFF`); the MSVC 14.51 fix from #47910 carried as a proper vcpkg patch on `include/spdlog/fmt/bundled/format.h`. - **vcpkg integration is global** (set in `Cpp.Build.props`, imported via `ForceImportBeforeCppProps` for every `.vcxproj`). An earlier attempt to make vcpkg per-project-opt-in via `deps/spdlog.props` failed because ~85 PowerToys `.vcxproj` files import `spdlog.props` AFTER `Microsoft.Cpp.targets`, by which point `vcpkg.props`' `ClCompile` hook is dead-on-arrival. The trade-off (every C++ project invokes `vcpkg install` once at build time, ~0.5 s on cache hits, manifest declares only spdlog so install set is fixed) is documented in the expanded `Cpp.Build.props` comment. - **`deps/spdlog.props`** is now a thin shim that only sets the historical `SPDLOG_*` preprocessor defines for source-compat. - **`Cpp.Build.targets`** is a new file imported via `ForceImportAfterCppTargets` to load `vcpkg.targets` after `Microsoft.Cpp.targets`. A fail-fast `<Target>` errors with a clear message if `vcpkg.props` can't be found at the resolved `VcpkgRoot`. - **Removes** `deps/spdlog-msvc-fix/` polyfill, in-tree wrapper `src/logging/`, spdlog submodule, the single `<ProjectReference>` in `logger.vcxproj`, plus 3 `.slnf` refs and 2 `.slnx` refs (`PowerToys.slnx` + `installer/PowerToysSetup.slnx`), plus 3 hard-coded `..\deps\spdlog\include` entries in `<AdditionalIncludeDirectories>`. - **CI**: new reusable `.pipelines/v2/templates/steps-install-vcpkg.yml` (vswhere-first, manifest-baseline-pinned fallback clone, respects `useVSPreview`). Gated `Cache@2` for `%LOCALAPPDATA%\vcpkg\archives` keyed on overlay-port contents. Local pipeline `Cache@2` works for now, but a remote feed survives across pipelines and is the long-term answer. Happy to split this into a follow-up. ## Notes for review - Patch in the overlay port is identical content to PR #47928's patch but regenerated with LF line endings (vcpkg's `vcpkg_apply_patches` is strict; no `--ignore-whitespace`). - Once PowerToys eventually bumps spdlog past v1.14 (which ships fmt 10.2 and drops the affected code path), the overlay port can be deleted and we can use upstream vcpkg's `spdlog` directly. - Re. official-release pipelines and terrapin / less-restricted network isolation: VS-shipped vcpkg is the primary path (no network); the fallback clone is only exercised when VS doesn't ship vcpkg. Happy to wire terrapin into the fallback as a follow-up if the official build template needs it. [CI] Sign PowerAccent.Common.dll (new managed library from #47211) (#48058)
## Summary Fixes the **stable** signed release pipeline failure (Dart build [`147621162`](https://microsoft.visualstudio.com/Dart/_build/results?buildId=147621162)) at the *"Verify all binaries are signed and versioned"* task: ``` Not Signed: + …\extractedMachineMsi\File\BaseApplicationsFiles_File_PowerAccent.Common.dll ``` ## Root cause PR #47211 (*"[Quick Accent] Move language data to PowerAccent.Common library, refactor"*) introduced the new managed library: - `src/modules/poweraccent/PowerAccent.Common/PowerAccent.Common.csproj` `PowerAccent.Common.dll` is referenced by both `PowerAccent.Core` (ships in the installer root) and `PowerToys.Settings` (ships in WinUI3Apps; deduplicated against root by `generateAllFileComponents.ps1`). The DLL is harvested into the MSI's `BaseApplicationsFiles` component group, but the PR did not update `.pipelines/ESRPSigning_core.json`, so ESRP never signs it and `versionAndSignCheck.ps1` correctly fails the build. ## Summary Fixes the **stable** signed release pipeline failure (Dart build [`147590319`](https://microsoft.visualstudio.com/Dart/_build/results?buildId=147590319)) at the *"Verify all binaries are signed and versioned"* task on both `Build Release_x64` and `Build Release_arm64`: ``` Not Signed: + …\extractedMachineMsi\File\WinUI3ApplicationsFiles_File_YamlDotNet.dll ``` ## Root cause PR #40834 (*Shortcut Guide V2*) added a `YamlDotNet` `PackageReference` to: - `src/modules/ShortcutGuide/ShortcutGuide.Ui/ShortcutGuide.Ui.csproj` - `src/modules/ShortcutGuide/ShortcutGuide.IndexYmlGenerator/ShortcutGuide.IndexYmlGenerator.csproj` Both projects publish into `WinUI3Apps\`, so `YamlDotNet.dll` is harvested into the MSI by `installer/PowerToysSetupVNext/generateAllFileComponents.ps1`. There's now a thin `CharacterMappings` adapter that casts the `LetterKey` to the managed equivalent by numeric value. This is another effort to decouple the Settings UI and Quick Accent and only share the required elements. In Settings, the `PowerAccentViewModel` class has been updated. It now derives the language list directly from `CharacterMappings.All`; the `InitializeLanguages()` call handles localisation, sorting and grouping in a single place using `GroupDisplayOrder`. Fix uitest pipeline install dotnet10 sdk (#47852)
## Problem The scheduled UI Test Automation pipeline ([Dart/161438](https://microsoft.visualstudio.com/Dart/_build?definitionId=161438)) has been failing daily since 2026-04-30 because PR #41280 (`.NET 10 Upgrade`) updated the main build template (`job-build-project.yml`) for .NET 10 / VS 2026 but the parallel changes were missed in the UI Test Automation templates. Symptoms in recent runs (e.g. build [#20260512.1](https://microsoft.visualstudio.com/Dart/_build/results?buildId=146803928)): ``` error NETSDK1045: The current .NET SDK does not support targeting .NET 10.0. Either target .NET 9.0 or lower, or use a version of the .NET SDK that supports .NET 10.0. ``` …emitted ×179 across every csproj during the *Restore solution-level NuGet packages* step on both `Build UI Tests Only Release_x64` and `…_arm64` jobs. ## Changes This PR mirrors the two pipeline changes that PR #41280 already applied to the main CI templates. **1. Install the .NET 10 SDK on the build agent** - File: `.pipelines/v2/templates/job-build-ui-tests.yml` - Bump the pinned `steps-ensure-dotnet-version.yml` parameter from `version: '9.0'` → `'10.0'`. - Matches `job-build-project.yml`, which already installs the .NET 10 SDK alongside 6.0/8.0. **2. Pin the build agent image to VS 2026 (MSBuild 18)** - File: `.pipelines/v2/templates/pipeline-ui-tests-official-build.yml` - Add `demands: ImageOverride -equals SHINE-VS18-Latest` to the agent pool spec. - The .NET 10 SDK (≥ 10.0.300) requires MSBuild 18, which only ships with VS 2026. Fix MSIX sparse package DACL contamination breaking File Explorer preview handlers (#47177)
## Summary Moves the MSIX sparse package's `ExternalLocation` from the PowerToys root install folder to the `WinUI3Apps\` subfolder, isolating DACL contamination from preview handler DLLs. ## Problem On Windows 23H2/24H2/25H2, MSIX sparse package registration adds AppContainer SIDs (`S-1-15-2-*` / `S-1-15-3-*`) to the DACL of the `ExternalLocation` folder. Migrate ImageResizer to WinUI3 (#45288)

Only WinUI3 support AOT. By this change, we can remove the blocker to make imageResizer publish with AOT enabled to improve the performance. Through the previous testing in CmdPal, it can improve about 1.5x to 3x perf. 2. WinUI 3 provides a modern UI and makes sure that our experiences fit in with the Windows 11 look and feel. 3. This is achieved by adding new parameters and logic to pipeline YAML and PowerShell scripts, supporting scenarios where packages are not yet published to a feed. The changes also improve robustness when updating package versions and add documentation for authentication requirements. [CI] Remove tests folder before code signing to reduce signing workload (#44800)

These test files (primarily localized `.resources.dll` files from test frameworks) do not need to be signed since they are not included in the final release package. Fix ESRP Code Signing Node 16 EOL is blocking app signing (#44695)
