[CmdPal] Introduce Small, Medium, and Large sizing options for Details (#43956)

## Summary of the Pull Request
This PR introduces 3 new sizing options to the Details Panel in the
Extensions API.
- `Small` (Default)
- `Medium`
- `Large`
