CmdPal: Make LogError include HRESULT in the log (#41393)

## Summary of the Pull Request

Enhances `Logger.LogError` to log the exception HRESULT in addition to
the exception type and message, improving traceability and debugging
efficiency. For ~bug~ fun and profit!
