What does it fix/what does it change/how was it tested (even manually, if necessary)? --> ## Summary of the Pull Request This PR updates the `BuildXamlIndexBeforeSettings` target to avoid running during DesignTimeBuild. Previously, the target was triggered before `CoreCompile`, which caused Visual Studio design-time builds to also invoke `Settings.UI.XamlIndexBuilder`. In design-time builds, the subproject may not fully inherit the central package version management configuration (e.g., `Directory.Packages.props` not included, or incomplete MSBuild property propagation).
