## Summary of the Pull Request Adds `PowerToys.PowerDisplay.Cli.exe`, a scriptable interface for controlling monitors through the running PowerDisplay process. It supports `list`, `get`, `set`, `up`, `down`, `capabilities`, `profiles`, and `apply-profile`.
