Gordon Lam (SH) a208142a73 fix: add cspell ignore for 'runasuser' Windows shell verb ...

The spell checker flagged 'runasuser' as unrecognized, but it's a valid
Windows shell verb used with ShellExecuteEx for 'Run as different user'.

Added cspell:ignore directives to suppress the warning.
