Made the following style rules `silent` instead of `suggestion`:
- Use explicit type instead of 'var'
- Use expression body for ...
- Use block-scoped namespace

* [Analyzers][Plugins] Add IDE1006 suppression
* [Analyzers][ImageResizer] Suppress IDE0073 to retain original copyright
