[CmdPal] Extension string updates (#43269)

## Summary of the Pull Request

Feedback from the design team:
- Reduce any redundant or long text strings for better readability and
localization
- `Verb + noun` for most extensions
- Sentence casing according to the Windows Writing Guidelines
