[CmdPal] Add WinAppSDK dependency in SamplePageExtension And ProcessMonitorExtension (#41274)

## Summary of the Pull Request
To be honest, I don't know why we need it. But without this dependency,
I can not deploy in my local env.

How to repro:
1. Pull main branch.
2. Git clean -xfd (clean up the output path)
3. Click deploy in the VS
