Add acknowledgment of Twinkle Tray in NOTICE.md

Acknowledged the use of techniques from the "Twinkle Tray"
project in the "PowerDisplay" utility's DDC/CI implementation.
Included a reference to the Twinkle Tray GitHub repository
and added the full text of its MIT License.
