[PowerAccent] Move low-level keyboard hook to c++ (#20190)

* Move llkeyboardhook to c++

* expect.txt

* Address PR comment - Resolve namespaces

* Address PR comments - CallNextHook and correct char selection

* Also unpress the letter key
