[Deps] Upgrade Microsoft.Windows.CppWinRT to 2.0.250303.1 (#45420)

This PR upgrades the **Microsoft.Windows.CppWinRT** NuGet package from
version **2.0.240111.5** to **2.0.250303.1** across the entire PowerToys
solution.
