* Include windows app sdk localization files

* fix spellcheck

* Upgrade Win3.14 version

* Add RunWixToolsOutOfProc to try fixing wix hang

* Try to get more information from wix build

* Remove unneeded flags

* Add version check exception for dll with 1.0.0.0
