[UX] Misc consistency improvements in Settings (#44174)

## Summary of the Pull Request

- Minor text changes (e.g. removing "Enable")
- Fixing a few bugs where textblocks did not look disabled
- Sorted mouse utils alphabetically
- Auto-collapsing expanders on the mouse utils to reduce visual clutter
