[TextExtractor]Disable by default and warning to use Snipping Tool on Win11 (#29839)

* [TextExtractor] default enabled until Win10 + infobar in Settings page

* Fixing severity

* Fixing warning text

* Use the Windows 11 detection from Common.UI
