Bump target framework to .NET 10 for docs and build targets

Browse Source 
- Update new-plugin-checklist to recommend net10.0-windows10.0.22621.0
- Update publish.cmd msbuild TargetFramework to net10.0-windows10.0.26100.0 for preview pane projects
- Set Settings.UI.XamlIndexBuilder project TargetFramework to net10.0
- Update PowerToys.Settings MSBuild invocation to build XamlIndexBuilder with TargetFramework=net10.0
