[ARM64]CI and build pipelines (#18337)

* [ARM64]Build pipelines

* Fix localization in pipelines (no arm64 al.exe)

* Use lowercase arm64 for CI

* Build installer to arm64 folder and arm64 name

* Don't run arm64 tests, as there's no agent for it

* Fix pipeline conditions

* Divide symbol files by platform
