PowerToys Extension: Include deps in Microsoft.CmdPal.Ext.PowerToys slnf (#46136)

## Summary of the Pull Request

This PR updates Microsoft.CmdPal.Ext.PowerToys solution filter (slnf) to
include new dependencies.
